In a district where many families live near poverty, many students do not have the supplies that they always need. Paper? Goes quickly and is one use. Pencils? disappear faster than cookies in the teachers lounge. Where are students supposed to work when they supplies they need are always gone and no one can replace them? Whiteboard tables will allow students to always have a place to write on while only needing an Expo marker. Students are always much more engaged when they get to do something like write on a table. When you are always being told you can't write or draw on a table something like this allows students the opportunity for something different while still allowing them to learn.
