The Literacy Bill of Rights proclaims that language and literacy are a human right, regardless of disability level. Listening to interactive books read aloud and playing with toys that stimulate language are the basis for language and literacy. Research demonstrates that pre-linguistic skills such as responding to people when they talk or play with them, understanding early words, making sounds purposefully, taking turns during interactions and playing appropriately with a variety of toys provide a foundation for future learning. Under the guidance of the ESL teacher, the requested materials will stimulate the development of these skills that must be mastered before words emerge.
