The 20 headphones would allow my students the opportunity to interact with anything they are doing on the computers. This will let them listen to a lesson and if need be listen to it repeatedly until they feel like they understand. Differentiation in the classroom is very important. Having a set of classroom headphone will allow students to repeat lesson on the computer if necessary. They can also listen to text at their level and be able to hear what fluent readers sound like or they could record and listen to themselves. I don't ever want my students to feel like they are being judged and keeping a little privacy with headphones would help with their confidence as well.
