I have several struggling readers in my third grade classroom. I have had the opportunity to take a basic training class on using covered overlays to help alleviate some reading difficulties. The idea of using overlays is that many struggling readers do so because they have problems staying focused on the lines they are reading, see the words jump around, and get dizzy or experience headaches while reading. These covered overlays are supposed to help reduce these issues.
